No franchise, permit or privilege granted by the city of Corcoran shall be, in whole or in part, leased, assigned, transferred or otherwise disposed of without the express written consent of the city, provided that nothing herein shall be construed to prevent the grantee of such franchise, permit or privilege from including it in a mortgage or trust deed without such express consent of the city.
