The Council hereby finds that the practice of acquiring wrecked cars, or the storing or dismantling thereof, or dealing therein or the parts thereof has produced unsightly conditions in the City, has adversely affected the growth patterns and is detrimental to the safety, health and welfare of the City and should be regulated.
