170.15 LARGE-SCALE DEVELOPMENTS.
The standards and requirements of this chapter may be modified by the Council in the case of large-scale developments being a plan and program for a complete community or a neighborhood unit. Such designation and included modifications, if any, shall not be made until it is first submitted to the Commission for report. Said report may address the providing of adequate public space and improvements for the circulation, recreation, light, air and service needs of the tract when fully developed and populated, as well as covenants or other legal provisions to assume conformity to and achievement of the plan. Failure of the Commission to report within thirty (30) days shall be deemed approval and, if not approved by the Commission, a simple majority of the entire Council membership is required for the designation “large-scale development” and the granting of the included modification, if any.
