170.04 PRELIMINARY PLAT - PREPARATION AND FILING.
The subdivider or any owner of any tract or parcel of land within the corporate limits of the City or within two (2) miles adjacent thereto shall cause to be prepared a preliminary plat and shall file eleven (11) copies [or twelve (12) copies in the case of a subdivision outside the corporate limits] and other required material with the Clerk in the application for preliminary approval. The application for preliminary approval shall include the following:
1.   Location Map. Sketch map showing relationship of the proposed subdivision to the streets and other community facilities serving it. Such map shall include:
   A.   Subdivision name.
   B.   Outline of the areas to be subdivided.
   C.   Existing streets and City utilities on adjoining property.
   D.   North point, scale and date.
2.   Preliminary Plat. A preliminary plat of the subdivision drawn to a scale of one inch to one hundred feet (1" = 100') or larger, if required for purposes of detail or clarity, provided that after approval of said plat by the Commission and the Council, a reduced plat to a scale of one inch to one hundred feet (1" = 100') is permanently filed with the Clerk and including:
   A.   Name of the proposed subdivision, approximate boundaries, distances and acreage.
   B.   Name and address of owner.
   C.   Names of persons who prepared the plat, and the owner’s attorney, representative or agent.
   D.   North point, graphic scale and date
   E.   Contours at five-foot (5') intervals or less. Contour elevations shall be based on mean sea level datum and shall be tied to known City bench marks on file in the City Engineer’s office.
   F.   Location of existing lot lines, streets, public utilities, water mains, sewers, drainpipes, culverts, water courses, bridges, railroads and buildings in the proposed subdivision.
   G.   Layout of proposed blocks (if used) and lots including the approximate dimensions of each, and the lot and block number in numerical order.
   H.   Location and width, other dimensions and names of the proposed streets, roads, utility and other easements, parks and other open spaces or reserved areas.
   I.   Grades of proposed streets.
   J.   A cross section of the proposed streets showing the roadway locations, the type of curb and gutter, the paving and sidewalks to be installed.
   K.   The layout of proposed water mains and sanitary sewers. Proposed invert elevations shall be shown at each manhole, length of sewer pipe, sewer pipe diameter and gradient between manholes, shown for proposed sanitary sewer systems. Water main pipe diameter shall also be shown.
   L.   The drainage of the land including proposed storm sewers, ditches, culverts, bridges and other structures.
   M.   A preliminary plat may include more area than the owner presently intends to include in the final plat.
3.   Subdivision Fees. Subdivision fees charged for the review and processing of preliminary plats shall be in accordance with the fee chart most recently approved by the Council and incorporated in the subdivision design standards.
