165.62 PROTEST PETITION.
Whenever a protest petition duly signed by the owners of 20% or more of the area or 20% of the total property owners within a district boundary amendment is filed the proposed district boundary amendment shall not become effective except by the favorable vote of at least three-fourths (3/4) of all the members of the Council. Whenever a protest petition duly signed by the owners of 20% or more of the area or 20% of the total property owners within two hundred (200) feet of the exterior boundaries of a proposed district boundary amendment the proposed district boundary amendment shall not become effective except by the favorable vote of at least three-fourths (3/4) of all the members of the City Council.
