165.47 CERTIFICATE OF ZONING COMPLIANCE.
No land shall be occupied or used, and no building be occupied or used in whole or in part for any purpose whatsoever, until a certificate is issued by the Zoning Administrator stating that the proposed use complies with the provisions of this chapter. No change of use shall be made on any land or in any building or part thereof until a certificate is issued by the Zoning Administrator stating that the proposed use complies with the provisions of this chapter. Changes of use, without physical improvements to the property may request a certificate of zoning compliance without first receiving a zoning permit. Certificates of zoning compliance shall not be used as any form of guarantee from the City that the property owner has complied with this chapter. The responsibility to comply with this chapter rests entirely upon the property owner. The Zoning Administrator shall issue a certificate of zoning compliance upon submission of a complete application available from the Zoning Administrator within (20) days of receipt of the completed application. Failure to issue the certificate of zoning compliance within twenty (20) days shall constitute denial of the application. The Zoning Administrator may revoke a certificate at any time upon knowledge of non-compliant use of the property. In the event a certificate of compliance is revoked the property owner shall be notified by certified mail.
