165.31 I-2 LIGHT INDUSTRIAL DISTRICT.
The I-2 Light Industrial District is a low impact industrial, business and research area set aside for the location of enterprises that have negligible environmental impacts beyond their property limits.
1.   Location Criteria. The I-2 Light Industrial District is appropriately located adjacent to primary arterial streets and as a buffer to heavy industrial uses. Lands to be suitable for light industrial uses will generally have stable soils, slopes less than 5% and be well served by public utilities.
2.   Permitted Uses. The following uses are allowed in the I-2 Light Industrial District.
   A.   Automobile service, repair, painting, body works, upholstery or similar refurbishing.
   B.   Beverage bottling, distribution and warehousing facilities.
   C.   Cold storage facilities.
   D.   Contractors offices and storage buildings (not including outside storage yards); including general contractors, plumbers, electricians, heating, ventilating, and air conditioning contractors, masons, painters, refrigeration contractors, roofing contractors and other such construction occupations.
   E.   Distribution centers.
   F.   Dry cleaning and laundry facilities.
   G.   Farm and industrial equipment sales and repair facilities.
   H.   Film processing facilities.
   I.   Ice production, storage, sales and distribution facilities.
   J.   Laboratories for research, testing and experimental purposes.
   K.   Machine shops.
   L.   Mail order and distribution centers.
   M.   Manufacturing facilities to produce computers, computer peripherals, electrical appliances, electronic equipment, medical instruments and other similar products.
   N.   Manufacturing facilities to produce articles or merchandise from previously prepared or natural materials such as cardboard, cement, cloth, cork, fiber, glass, leather, paper, plastics, metals, stones and other such prepared materials.
   O.   Printing and publishing.
   P.   Public utility facilities and railroad facilities.
   Q.   Public educational facilities related to industry and vocational training, and research facilities.
   R.   Publicly owned storage, warehouse and maintenance facilities.
   S.   Radar, radio and television studios, stations and towers.
   T.   Truck terminals, delivery services, moving and storage facilities and truck maintenance facilities.
   U.   Warehouse and storage facilities.
   V.   Consumer Fireworks Sales.

3.   Provisional Uses. The following uses may be allowed in the I-2 Light Industrial District upon approval of a provisional use permit by the City Zoning Administrator as required by Section 165.49.
   A.   Food processing, manufacturing and packaging facilities provided sufficient public sanitary sewer and water facilities are available, and no odors are emitted from the facility.
   B.   Storage of oils, petroleum and similar flammable liquids and gases of less than 2,000 gallons per tank and no more than two tanks on a property, provided said tanks are placed in a manner that presents no danger to adjoining properties, the tanks are fenced in a secure manner and screening is provided to obscure their view from adjoining properties and the street. Said tanks shall not be located within required yards and shall not be approved until a plan is submitted to the Zoning Administrator showing compliance with the above requirements.
   C.   Outside storage yards provided they are fenced and screened in their entirety such that no materials stored are visible from the street or another property and provided a site plan is submitted in compliance with Section 165.52.
   D.   Retail sales as a secondary use to a permitted use of the property provided it constitutes less than 50% of the facility’s business.
   E.   Stables, dog kennels or other facilities for boarding or keeping animals provided a site plan is submitted in compliance with Section 165.52.
   F.   Waste water treatment plants.
4.   Conditional Uses. The following uses may be allowed in the I-2 Light Industrial District upon approval of a conditional use permit by the Board of Adjustment as required by Section 165.50.
   A.   Public detention and correctional institutions including penal institutions, residential correction facilities, medical detention facilities or other similar facilities provided they are located at least 500 feet from any residential use and a site plan is submitted in compliance with Section 165.52.
   B.   Fitness centers, health clubs and gyms.
5.   Special Exception Uses. The following uses may be permitted in the I-2 Light Industrial District upon approval of a special exception permit by the Board of Adjustment as required by Section 165.51.
   A.   None.
6.   Size Regulations. The following minimum and maximum size regulations shall apply in the I-2 Light Industrial District:
   A.   Minimum Lot Size:   10,000 square feet
   B.   Building Setbacks: 23   
      Front Yard   25 feet
      Side Yard   15 feet
      Rear Yard   15 feet
   C.   Minimum Lot Dimensions:
      Lot Frontage      75 feet
      Lot Depth       100 feet
      Lot Width      75 feet
      Width to Depth   1:3 minimum ratio
   D.   Maximum Building Dimensions:
      Height          50 feet
      Coverage      50%
      Floor Area Ratio    1.0
7.   General Provisions. The following provisions shall apply for all uses in the I-2 Light Industrial District:
   A.   Parking and loading requirements - See Section 165.35.
   B.   Accessory use and building regulations – See Section 165.12.
   C.   Sign regulations - See Section 165.36.

All corner lots must meet front yard requirements on all yards abutting a street; however, in areas zoned I-2 immediately prior to the adoption of this chapter, which are seventy-five percent (75%) or more developed, the side yard of a previously under-developed corner lot must be a minimum of fifteen (15) feet.
