All lots shall abut a public street or duly approved private street and each lot shall have a minimum amount of street frontage distance as required by the applicable zoning district except lots with frontage on cul-de-sacs which may have a lesser frontage, provided it is no less than forty (40) feet and required lot width is maintained. No lot, yard, court, parking area or other space shall be reduced in area or dimension less than the minimum required by this chapter or as set forth in any conditions upon the uses approval. No part of a yard, court, parking area or other space provided about or for any building or structure for the purpose of complying with the provisions of this chapter shall be included as part of a yard, court, parking area or other space required under this chapter for another building or structure except as specifically permitted in this chapter. However, the Council may in or by resolution perpetually allow an owner or developer to include (for lot area requirements) abutting open space, planting space, wooded space and trail or path space being conveyed to the City by deed or easement.
