165.03 INTERPRETATION.

In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements. Where this chapter imposes a greater restriction than is imposed or required by other provisions of law or by other rules, regulations or chapters, the provisions of this chapter shall control.
