159A.12 FAILURE TO COMPLETE GRADING.
1.   In the event the grading work remains incomplete for a period of 15 calendar days past the permitted completion date without request for or issuance of an extension, the City Engineer will inspect the site conditions and notify the permit holder of a permit violation.
2.   In the event incomplete grading work constitutes a public nuisance, pursuant to Chapter 50 of this Code of Ordinances, the City may notify the permit holder to abate the nuisance and, upon failure of the permit holder to perform, the City may take action to remedy the nuisance and assess the cost of the remedial work against the property in accordance with Section 50.06 of this Code of Ordinances.
3.   In the event incomplete work is in conjunction with an approved site plan, planned unit development plan (PUD) or subdivision plan, the City will cease to act on approvals and the issuance of related permits until:
   A.   The requirements, conditions and terms of the grading permit have been completed to the satisfaction of the City Engineer, and
   B.   The City has been reimbursed costs incurred through action required to cause the completion of grading work pursuant to Section 50.06 of this Code of Ordinances.
