1. An applicant may appeal a denied grading permit application to the City Council.
2. An appeal by the applicant must be filed in letter form with the City Engineer within 30 calendar days after the date of a denied application.
3. The Council shall act upon appeals within 30 calendar days of the receipt of the appeal.
4. The City Engineer’s action may be overturned by a majority vote of the Council.
5. A grading permit application that has been denied by the City Engineer and the Council may be resubmitted by the applicant to the City Engineer in accordance with the provisions of this section.
