159A.04 GRADING PERMIT REQUIREMENTS AND PROCEDURES.
1.   General Requirements:
   A.   The applicant shall submit the required filing fee and application for a grading permit or grading permit waiver on forms provided by the City.
   B.   All grading permits are subject to review by the City Engineer and the Zoning Administrator.
   C.   All permits are subject to existing Federal laws and regulations, State statutes and regulations, City policies and ordinances, and applicable laws and regulations of other political subdivisions of the State.
   D.   Erosion control performance bonds or irrevocable letters of credit are required prior to approval of the grading permit.
2.   Grading Permit Application Requirements:
   A.   A grading permit application including grading plans and specifications shall be prepared by a registered engineer, architect or landscape architect experienced in earthwork design, soil erosion and sedimentation controls.
   B.   A grading plan drawing for the proposed earthwork shall be on a 24" x 36" sheet; the scale of the drawing shall be 1" = 50'.
   C.   The grading plan and specifications accompanying the grading permit application, unless otherwise included in a preliminary plat, site plan or planned unit development plan (PUD), shall include the following information.
      (1)   Vicinity sketch: 1" = 400' scale or larger, illustrating the site location and property within 500 feet of the site boundary.
      (2)   Legal description and property boundary.
      (3)   Existing topography: minimum of 2-foot contour interval with supporting spot elevation information for site areas with less than 2 feet of elevation change.
      (4)   Proposed topography: minimum of 2-foot contour interval with supporting spot elevation information for site areas with less than 2 feet of elevation change.
      (5)   Existing structures and site features: existing wooded or forested areas (illustrated by aerial extent) specimen existing trees (six-inch caliper and larger); springs, streams and other water bodies; areas subject to flooding on and within 50 feet of the site; rock outcrops; landslides and other unique natural or manmade features.
      (6)   Proposed buildings/structures and proposed site development.
      (7)   Proposed grading details: elevations, dimensions, extent and slope of proposed grading.
      (8)   Erosion control provisions: plans and details for erosion control improvements to include walls, plantings, silt fencing, etc.
      (9)   Construction schedule: start date, schedule for basic scope of work and completion date.
      (10)   Estimate of cost: opinion of probable construction cost of earthwork and temporary and permanent erosion control. Actual contract prices or established average unit prices experienced in our area may be utilized for these calculations.
      (11)   Earthwork quantities.
      (12)   Area drainage assessment: map of drainage area tributary to the site and an estimate of runoff of the area served by any storm drains.
      (13)   Re-vegetation plan: plan and specifications for re-vegetating all disturbed areas to include a schedule of events and required maintenance procedures for establishment of vegetation.
      (14)   A soils report: an interpretation of generalized soils information or a soils investigation prepared by a registered engineer; the City Engineer will determine the appropriate requirement or may waive this requirement. The intent of this section is to address erosion concerns.
      (15)   Other required permits. All other applicable State and Federal permits which are required for the proposed project must be submitted.
