A grading permit is required for the following earthwork:
1. Stockpiling of construction material in excess of 5,000 cubic yards on any site other than where permitted by State law.
2. Grading in a new subdivision.
3. Grading or disturbing in excess of 50,000 square feet, regardless of the entire site size.
