150.04 PERMIT FOR MAINTENANCE OR REMOVAL.
No person, except the City or a person hired by the City, shall treat, trim, remove or otherwise disturb any tree or shrub on any street or other public property unless such person has a tree business license and without first procuring a permit to do so from the Forester. The application for such permit shall be signed by the abutting property owner or an authorized agent, except as set forth in Section 150.11; shall be submitted to the Forester; shall state the location, number, size and species of the trees or shrubs to be treated, trimmed, removed or otherwise disturbed, the reason therefor and the methods to be used; and such other information as the Forester shall find reasonably necessary to determine fairly whether a permit should be issued. If the proposed work is desirable and if the proposed methods and workmanship comply with the arboricultural specifications and standards of practice set out in Chapter 151, the Forester shall issue the permit. The person receiving the permit and any tree surgeon, forester, arboriculturist or worker performing thereunder shall strictly abide by such specifications and standards, unless exceptions thereto are set forth in writing on the permit. The permit shall contain a definite date of expiration and may be declared void if its terms are violated. There is no fee required for a maintenance or removal permit.
