148.04 PROCEDURES.
1.   In designated areas, where design review is required, project review by the Design Review Committee and approval by the Council is required.
2.   Section 148.06 Design Guidelines shall apply to the review of all design for proposed projects in designated areas.
3.   Design Review Process:
   A.   Design review will be conducted as a part of site plan review in conformance with the site plan review requirements, as described in paragraphs 8(A), 8(B), and 8(C) of Section 165.33, PUD Planned Unit Development District and Section 165.52, Site Plan Review, of Chapter 165, Zoning Regulations of this Code of Ordinances.
   B.   Committee Review:
      (1)   The Design Review Committee shall issue a recommendation to approve, approve with conditions, or disapprove project design.
      (2)   The recommendation of the Committee shall be forwarded to the Council.
   C.   City Council Review:
      (1)   The Council shall act upon the recommendation of the Design Review Committee.
      (2)   Action by the Council requires a majority vote of a quorum.
   D.   Post Review and Approval Revisions:
      (1)   The City’s Building Official shall review final site and architectural plans for conformance with the approved design.
      (2)   Substantial changes in the final design plans, as represented in the approved design, will require resubmittal of an amended site plan for design review.
