The owner, or duly authorized attendant or caretaker, shall be responsible for keeping the mobile home park, its facilities and equipment in a clean, orderly and sanitary condition at all times. The attendant or caretaker shall be answerable, along with the owner, for the violation of any provision of this chapter to which the owner is subject.
