1. The appropriate authority is hereby authorized and directed to request entrance to inspect all dwellings, dwelling units, rooming houses, rooming units and dormitory rooms, and surrounding premises thereof, subject to the provisions of this chapter, between the hours of eight o’clock (8:00) a.m. and five o’clock (5:00) p.m. for the purpose of determining whether there is compliance with its provisions.
2. The appropriate authority and the owner or occupant of a dwelling, dwelling unit, rooming unit, rooming house or dormitory room, subject to the provisions of this chapter, may agree to an inspection by appointment at any time.
