105.14 RECYCLING.
Each dwelling unit on City solid waste collection service, upon request, shall be provided with one recycling container which is and shall remain the property of the City. Said recycling container is to remain at the dwelling unit at the time residency is terminated. If the container is not left, the occupant shall be charged an amount to be determined by resolution of the Council on the final collection bill which will be credited back to said occupant when the container is returned. Each dwelling unit is responsible for the security and condition of the recycling container until returned to the City. Lost, stolen or destroyed recycling containers shall be replaced at the expense of the owner/occupant of the dwelling unit at a cost to be determined by resolution of the Council. Only items designated as recyclable shall be included and placed within the recycling container. Additionally, recyclable items must be sacked or packaged in the recycling container and not loosely commingled therein.
