In the event a resident fails to comply with the provisions of these chapters pertaining to the manner and methods by which solid waste will be collected, notice of such noncompliance by means of a tag will be attached to the offender’s container or solid waste, thus giving the offender an opportunity to correct the same. In the event a collector fails to comply with the provisions of these chapters, a resident may so notify the City Administrator, who shall have the duty of remedying the situation.
