40.10 INTERFERENCE WITH USE OF STREETS AND BUILDINGS.
No person shall congregate in company with others upon or about any sidewalk, street, stairway, doorway or window; or in front of any business house, dwelling house, theater, lecture room, church or other place, so as to obstruct such sidewalk or street or the means of access to such building; or after being requested or commanded to disperse by a peace officer. No person shall, by language or conduct, annoy, insult or disturb any person passing along any sidewalk, street, alley or public ground, or occupying, residing or lawfully within any public or private building or passing in or out of the same.
