Council approval of the annual municipal budget shall be construed to include authority for the making of municipal expenditures as set forth in said budget except as may be otherwise provided by the Council by resolution. City Council approval shall be required for any purchase that exceeds $25,000 (except for emergency purchases made in accordance with § 36.03).
