In order to defray the costs of various Magistrate Court services, the fees set forth in this subchapter shall be assessed and collected from certain persons using Magistrate Court services. The fees assessed are and shall at all times be reasonably calculated to recover, on average, all or part of the costs and expenses associated with each service provided or undertaken on behalf of the person assessed fees.
