(A) There is hereby created a police reserve corps. The members of the reserve corps shall serve without compensation and be composed of male or female persons appointed by the Manager.
(B) Membership in such corps shall not exceed that amount of persons as determined by the Council by written resolution, except in the event of an emergency or disaster where additional members may be appointed.
