(A) Fire protection development fee (baseline development fee). All new residential and non-residential development within the City shall be subject to the payment of a fire protection development fee payable at the time of building permit issuance by the City, pursuant to the terms and condition of this subchapter and in the amount as set forth in this subchapter. The baseline fire protection development fee shall be as follows.
