§ 31.05 VACANCIES; HOLDING MORE THAN ONE OFFICE.
   Any vacancy that shall occur in any City office enumerated in § 31.01 shall be filled by appointment of the City Manager, provided that one person shall not hold more than one office and that the discretion of the City Manager or City Council the functions of a City of a City official may be validly performed and discharged by a deputy or other City official, or any otherwise qualified individual not holding office but employed at the pleasure of the Council.
