§ 150.063 RIGHT TO PROHIBIT OR CONDITION ISSUANCE OF PERMITS.
   Notwithstanding any provisions in this subchapter concerning the standards for issuing permits or licenses, the City Council may prohibit all excavations, alterations, construction, installations, or other uses of the public rights-of-way in areas of the City, and may approve permits or licenses containing standards and conditions other than those described in this subchapter, when the City Council believes the same to be in the best interests of the public, or necessary to protect the peace, health, and safety of the public. The City Council may also issue a permit or license of condition that it be revocable by the City at any time the City determines revocation to be in the best interests of the public or necessary to preserve the public peace, health, and safety.
