(A) Where, in any specific case, different sections of the Building Code or City code specify the use of different materials, different construction, or other requirements, the most restrictive shall govern. Where there is a conflict between a general and specific requirement, the specific requirement shall be applicable.
(B) Notwithstanding the foregoing, if there is a conflict between a portion of the Building Code and the State Plumbing Code, the provisions of the State Plumbing Code shall govern.
