§ 132.15 DECLARATION OF EMERGENCY AND POWERS OF MAYOR.
   (A)   Whenever the Mayor of the City, or in the event of his or her absence or inability to act, the Vice Mayor, shall deem that an emergency exists due to fire, flood, earthquake, explosion, war, bombing, acts of the enemy, or other natural or human-made calamity to disaster or by reason of threats or occurrences of acts of riots, routs, affrays, or other acts of civil disobedience which endanger life or property within the City, he or she shall by proclamation declare a state of emergency to exist. The Mayor shall then take personal charge of and have complete command of all governmental activities for the City, including the Police and Fire Departments.
   (B)   The Mayor shall govern during the existence of any such emergency and shall have the authority to impose all necessary regulations in order to combat the emergency and to preserve peace and order in the City, including, but not limited to the following:
      (1)   To impose a curfew in such areas of the City as shall be designated by him or her, which curfew shall be in effect during the hours of each day designated by him or her, which curfew shall be in effect during the hours of each day designated in the proclamation and shall require all persons to remove themselves from the public streets, alleys, parks, or other public places within the designated area, and requiring all persons living or residing within any such designated area to go immediately to their homes and remain there during the hours the curfew is in effect; provided, however, that physicians, nurses, and ambulance operators performing medical services; utility personnel maintaining essential public services; and firefighters and City authorized or requested law enforcement officers and personnel shall be exempted from such curfew;
      (2)   To order that any business establishment anywhere within the City may be closed during such hours or times as designated, such businesses to include, but not be limited to, those selling intoxicating liquors, cereal malt beverages, gasoline, or firearms;
      (3)   To provide that any public street or thoroughfare or vehicle parking area to be closed to motor vehicles and pedestrian traffic;
      (4)   To call upon all regular and auxiliary law enforcement agencies and organizations within or without the City to assist in preserving and keeping the peace and order within the City; and
      (5)   To marshal all personnel, equipment, food, supplies, drugs, and medical facilities and in the event it is necessary, to apportion or section the same.
