It is unlawful for any person to willfully obstruct any public street or alley, sidewalk, park, or other public grounds within the City or to do in or upon any such streets, alleys, sidewalks, parks, or other public grounds, any act or thing which is in an obstruction or interference to the free use of property or with any business lawfully conducted by anyone, in or upon, or facing or fronting on any such streets, alleys, sidewalks, parks, or other public grounds in the City.
