(A) The Mayor shall vote as a member of the Council.
(B) The vote of each Council member present shall be included in the minutes on all ordinances and resolutions and on all other issues where request is made by a Council member. No member of the Council present at a meeting shall be excused from voting except upon matters involving the consideration of his or her own official conduct or matters involving a conflict interest. In all other cases, failure to vote by a Council member present at a meeting shall be entered in the minutes as an affirmative vote, except for election or appointment of officers or officials.
