It is the purpose of this chapter to regulate adult-oriented businesses, to promote the public health, safety, and general welfare of the citizens of the City, and to avoid and mitigate the detrimental secondary affects of adult-oriented businesses through content neutral regulations. It is not the purpose of this chapter to impose a limitation or restriction on the content of any communicative materials, including sexually-oriented materials, or to restrict or deny access by adults to sexually-oriented materials protected by the First Amendment, or to deny access by the distributors and exhibitors of sexually-oriented entertainment to their intended market. This chapter is not intended to interfere with or suppress legitimate expression or any speech activities protected by the First Amendment to the United States Constitution nor is it intended to permit any use or activity which is otherwise prohibited or made punishable by law.
