The Mayor, or Vice Mayor in the absence of the Mayor, may, or at the request of three members of the Council, shall convene the Council in a special meeting at any time by notifying the members of the date, hour, and purpose of such special meeting. Notice may be given personally or by telephone, however, if time permits, written notice shall be given to the members at their usual place of business or residence.
