The Council shall hold regular meetings at 7:00 p.m. on the second and fourth Mondays of each month except in December when the only meeting shall be on the second Monday thereof, provided, however, that when the day fixed for any regular meeting of the Council falls upon a designated legal holiday, such meeting shall be held at the same hour on the next succeeding day that is not a holiday. All regular meetings shall be held in the Council Chambers of the City or other places designated by motion and passed by Council at the preceding regular Council meeting. The Council may also change the date of a regular meeting, provided the same is done by motion at the preceding regular meeting.
