A non-candidate election, including a special election to fill a vacancy or a recall election, shall only be held on the second Tuesday in March, the third Tuesday in May, the tenth Tuesday before the first Tuesday after the first Monday in November; or the first Tuesday after the first Monday in November. An election for the approval of an obligation or other authorization requiring or authorizing the assessment of secondary property taxes shall be held on the first Tuesday after the first Monday in November.
