When any such person to whom notice has been given, fails, neglects, or refuses to remove from such property any litter or dilapidated structures, the City is authorized and directed to cause the same to be removed and disposed of at the expense of the persons notified, including any lien holders of record, at the cost as stated in the notice including 5% for additional inspection and other incidental costs in connection therewith.
