§ 70.02 ENFORCEMENT.
   (A)   It shall be the duty of the City’s Police Department to provide for the enforcement of the street traffic regulations of the City and all of the state vehicle laws applicable to street traffic in the City, to make arrests for traffic violations, to assist in the prosecution of those persons charged with violations of law, to investigate accidents and to assist the City Engineer in developing ways and means to improve traffic conditions and to carry out duties specifically imposed upon the City’s Police Department by this chapter.
   (B)   Any peace officer of the City may be authorized by the Police Chief to perform any of the duties of the Police Department included in this chapter.
   (C)   The City’s Police Department shall keep a record of all violations of the traffic laws of the City or of the state vehicle laws of which any person has been charged. Such record shall be maintained for at least the most recent five-year period.
   (D)   All forms for records of violations and notices shall be serially numbered.
   (E)   All records and reports shall be public records.
