§ 51.078 DUTY TO COMPLY.
   (A)   The user must comply with all conditions of the permit. Any permit noncompliance constitutes a violation of this chapter and is grounds for enforcement action as provided in §§ 51.115 through 51.121.
   (B)   The user shall comply with effluent standards or prohibitions established under Article 307(a) of the Clean Water Act for toxic pollutants within the time provided in the regulations that establish these standards or prohibitions, even if the permit has not yet been modified to incorporate the requirement.
