(A) The City Council shall have the immediate control and management of all things pertaining to the City sewer system and shall cause to be performed all acts that may be necessary for the prudent, efficient, and economical management and protection of said sewer system. The City Council shall have the power to prescribe such other and further rates, rules, and regulations as it may deem necessary.
(B) The owner shall be responsible for cleaning, unstopping, maintenance, and repair of the private sewer lines from the owner’s residence or building to a public sewer line, including the sewer tap and any and all sewer cleanouts located on the property.
