§ 36.55 FAILURE TO RENDER TIMELY DECISION.
   If the City Manager or designee fails to issue a written decision required under § 36.52 within 120 days after a written request for a final decision by the contractor, or within such longer period as may be agreed upon by the parties, then the contractor may proceed as though an adverse decision was issued.
