4-301. Personnel director shall develop a personnel policies and procedures manual.
   The personnel director shall develop and maintain a personnel manual detailing the policies and procedures to be used for implementing and administering the city's personnel program. The purpose of the personnel policies and procedures is to foster a positive employment environment of mutual benefit and protection to both the employee and the city while encouraging employee and public confidence in the organization, and to adopt and administer a merit system of personnel management consistent with the policies of the city.
