There is hereby excluded from this chapter any authority to make any agreement with respect to any position or employee or official not authorized to be covered by applicable state or federal laws or regulations, and the city manager is hereby authorized and directed to amend the Social Security Agreement of October 24, 1951, so as to extend coverage in the System of Federal Old Age and Survivors Insurance to include employees and officials rendering services in fee based positions effective October 1, 1960, and all other employees and officials except those excluded above, effective January 1, 1951.
