All accidents arising from or in connection with the operation of wreckers which result in the injury or death to any person or damage to any property in an amount exceeding the sum of one hundred dollars ($100) shall be reported within twenty-four (24) hours from the time of the occurrence to the department of Cookeville City police on a form to be furnished by the department.
