16-810. Appeals.
   (1)   Reconsideration/Appeal. Any applicant that desires reconsideration of an administrative decision by the Codes Department to deny a request for a permit to place a facility or support structure within the right-of-way may seek review, modification or reversal of that decision by the City Manager by submitting a request for reconsideration with the City Manager's Office within thirty (30) calendar days following the Codes Department decision.
   (2)   Any applicant that desires reconsideration of an administrative decision by the City Manager to deny a request for a permit to place a facility or support structure within the right-of-way may seek review, modification or reversal of that decision by the City Manager to the City Council by submitting a request for reconsideration with the City Clerk within thirty (30) calendar days following the City Manager's decision. That request for reconsideration will be considered by the City Council at a regular Council meeting that will be conducted as soon as practical after the request for reconsideration is made. If no request for reconsideration is submitted, the decision of the Codes Department will be final.
   (3)   Additionally, the applicant may appeal any decision by the City Council made pursuant to this Chapter to a court of record in the manner provided by the laws of the State of Tennessee. If no appeal of those decisions of the City Council is made, those will be deemed final.
