Directors shall have the immediate supervision and control of their respective departments, but shall be subject to the general direction, supervision, and control of the city manager. It shall be the duty of each director to see that the work of his department is carried on efficiently and in accordance with all applicable laws, ordinances, and resolutions of the council, and directions and orders of the city manager.
