1-204. Department directors; subordinate personnel.
   At the head of each department there shall be a director. The city manager shall be the director of the department of general government. As provided in the charter, the city manager shall have authority to appoint and remove all officers and employees of all departments, or the city manager may authorize directors to appoint and remove subordinates in their respective departments.
