   (1)   Call to order and roll call.
   (2)   Invocation and Pledge of Allegiance.
   (3)   Consider approval of agenda as presented.
   (4)   Appointments, proclamations, presentations or awards.
   (5)   Old business.
   (6)   Consent agenda.
   (7)   New business - public hearings and action items.
   (8)   Citizens request for hearing before City Council.
   (9)   Hearing from officers, councilmen, and city manager.
   (10)   Mayor's comments.
   (11)   Adjournment.
   A special meeting may be called by the city manager at the request of at least three councilmen and adequate public notice.
