Be it further enacted, That this Act shall have no effect unless and until the same shall have been approved by a majority of those voting in a special referendum in the CITY OF COOKEVILLE, which election shall be held not less than thirty days nor more than forty-five days after the approval of this Act by the Governor of this State. The Mayor shall certify to the Secretary of State the approval or disapproval of the voters voting in such election. Except for the purpose of nomination members and electing of the council as provided in Article X, this Act shall not be applicable to the CITY OF COOKEVILLE until July 1, 1961.
