That all officers and employees of the city at the time this Act shall take effect shall continue in office and employment and in the performance of their duties until provisions shall have been made in accordance with this Act for the performance of such duties or the discontinuance of such office or employment.
The powers conferred and the duties imposed upon any office, department, or agency of the city by the laws of the state, if such office, department, or agency be abolished by this Act or under its authority, shall thereafter be exercised and discharged as provided in this Act or by ordinance.
