Be it further enacted, That in this Act, at the time it becomes effective, except as otherwise specifically provided, shall not affect or impair the rights or privileges of officers or employees of the city relating to personnel, appointment, ranks, grades, tenure of office, promotion, removal, pensions, and retirement, or the status and authority of any office, department, or agency existing at the time when this Act shall take effect, or any provision of law in force at the time when this Act shall take effect, which is not inconsistent with the provisions of this Act.
