The Cookeville Gas Department will refuse to connect or will disconnect gas service for any violation of this chapter, or for violation of any of the provisions of pertinent rules and regulations established for the guidance and operation of the Cookeville Gas Department. The discontinuance of service by the gas department for any cause as stated in this section does not release the customer from his obligation to the gas department for the payment of minimum bills as specified in the application of the customer or the contract with the customer.
